The Culture and Education Programme (CEP) is for athletes taking part in the Singapore 2010 Youth Olympic Games (YOG). The CEP is a series of Youth Olympic activities crafted along the five educational themes of Olympism, Skills Development, Well-Being and Healthy Lifestyle, Social Responsibility and Expression.

Dr. Her-Mann Tsai, inventor of the Cauldron and Vortex flame used for the Singapore 2010 Youth Olympic Games, with his creation behind him on August 22, 2010. The actual flame is encased in a 6-metre glass tube and is seated atop a 32-metre high lighthouse tower, which represents Singapore's strategic location as a port city. Directing the movement of the air created by the fire and constraining it within a tube, creates a spiralling effect that has been dubbed the 'flame ribbon'. Eco-friendly fuels such as alcohol are used to feed the flame to reduce pollutants. Dr. Her-mann Tsai is currently lecturing part-time at Singapore Management University and a resident design engineer at Singapore Science Centre.
